Robert Silva, President / New Construction
Bob has been in construction for over 20 years and came out of the Buzz Oates Construction organization where he worked his way up in company and held positions such as purchasing agent, operations manager, construction manager and project manager. In April 2002, Bob ventured out with 9 other workers and formed Capitol Valley Commercial, Inc. After only 4 short years the company has grown to more than 30 employees. Bob and his staff of well trained professionals have learned the true art of “value engineering”. That is, how to get the client the best quality building at the best price. Though Capitol Valley Commercial, Inc. specializes in class A office buildings, the company brings a wealth of knowledge in a wide range of construction structures to each client.

Gary Christian, Vice President / Construction Manager
Gary’s extensive knowledge of the construction industry comes from his 20+ years of field experience. His expertise is wide-spread, ranging from Commercial, Industrial, to Residential, City, and County work. He has been involved in projects from multiple story office buildings to retail centers; from fuel stations to bridges; from schools to custom homes, and department stores to restaurants.
Determined to learn all he could about the industry, Gary accepted a position with Buzz Oates Enterprises to better acquaint himself with the developer’s aspect of construction. During his seven years with BOE, he built over a million and a half square feet of office, industrial space and tenant improvements. After that period, Gary joined Capitol Valley Commercial Inc. as Vice President / Construction Manager, where his vast experience in the field has proven itself to be an invaluable asset to our team.
While overseeing all field construction and cost estimating, Gary plays an important role in building design and value engineering for both CVCC and its clients. Gary holds tight to the old adage, “any job worth doing is worth doing well”. This philosophy shines through in everything he does here at CVC.

Scott Taylor, Chief Financial Officer
Scott heads up Capitol Valley Commercial’s financial planning and accounting practices as well as its relationships with lending institutions, shareholders, and the financial community.
Scott comes to Capitol Valley from Grand Rapids, Michigan where he was executive vice president in charge of finance for Tayco industries, a furniture manufacturing company.
Scott also started several companies during his time in Michigan including a marketing consulting company as well as a casual dining restaurant.

Wil Hays, Project Management Construction
Wil has been in construction for over 10 years. He moved to Sacramento from Houston , Alaska . After a 6 year employment with Buzz Oates Construction performing in positions such as warehouse operations manager, glass / glazing foreman, & purchasing agent, he was hired as project manager for Capitol Valley Commercial, Inc. He oversees the hiring and management of all the subcontractors that aid Capitol Valley Commercial, Inc. in the building of numerous types of commercial building including Class "A" office buildings, metal industrial buildings, tilt-up warehouses, self-storage facilities, & tenant improvements.

Gene Stidham, Senior Field Superintendent
Gene’s experience includes over 20 years of work in all facets of construction. Gene Stidham is a licensed electrical contractor. While working for Buzz Oates Construction he focused on underground, tenant improvements and service repairs for existing tenants.
Gene has become the Senior Field Superintendent for the Capitol Valley team. His responsibilities consist of interacting with sub-contractors, running the field crews, maintaining the field construction schedule, quality controls, implementing OSHA requirements for on site safety and dealing directly with field foremen to maintain job progress.

Lisa Kares, Office Manager / Accounting Supervisor
Lisa is one of the original members on the Capitol Valley team since its inception in 2002. When Bob made the decision to begin his own company, Bob brought Lisa with him from Buzz Oates Companies to help build the business from the ground up. Lisa was an award winning employee at Buzz Oates Companies but was eager for the opportunity to expand and grow on both a personal and professional level.
Lisa brings 25 years of accounting experience and 8 years of payroll experience to Capitol Valley. Her strengths also lie in her organizational skills, strong work ethics, speed and accuracy, attention to detail and customer service. Lisa is responsible for all accounting functions including maintaining and balancing 3 companies’ sets of books, 7 bank accounts, all W/C and G/L audits, and managing the accounts payable and payroll department. Lisa also performs all the Human Resource Manager responsibilities and acts as Office Manager as well.

Terri Siewell, Project Management Design
In 1994 Terri started her career in Residential Property Management where she spent three years specializing in Receivership Properties. In 1997 she acquired a position within the Buzz Oates Companies allowing her to learn the construction industry. In 2000, Terri became Assistant Project Manager and Designer for the Tenant Improvement Department.
Since joining the team at CVC in 2003, Terri represents clients before city councils and boards of supervisors, planning commissions, coastal commissions, school districts, historic preservation commissions, architectural review boards, water districts, and other agencies. She also represents owners in all types of land use approvals, including General Plans, Specific Plans, Zoning, Conditional Use Permits, Variances, etc. She is experienced in every aspect of the development process, from conducting pre-acquisition due diligence to obtaining final certificates of occupancy, and she works with cities and counties to achieve our clients’ objectives through legislative, administrative, and political processes.

Sherrie Stidham, Accounts Payable / Payroll
With 10 years experience running her own business and 3 years as an award winning loan officer for Sierra Central Credit Union, Sherrie Stidham has been an asset to Capitol Valley Commercial, Inc. Accepting a position in 2005, Sherrie manages Capitol Valley ’s accounts payable as well as payroll.

April Beaulieu, Assistant Projects Manager
April has extensive experience working with the public. She is well acquainted with the departments of Public Works, Fire and Planning with the cities of Sacramento , Rocklin, Stockton and Davis . She leads, manages and directs consultants in design & development of all landscape, improvement, final map and dry utility plans. She handles the preparation and processing of environmental approvals. Finally, clients can rest assured that the she is very skilled at being the primary liaison between the development team, governmental agencies, and consultants.

Darnisha Taylor, Administrative Assistant
Darnisha assists in many areas for Capitol Valley Commercial. Primarily she is the Executive assistant to the President /CEO, but she also assists in purchasing and departmental relations.
Darnisha earned her BA in 1989 and has over 16 years of management experience. She has held student development positions at Hope College and Westmont College . She has an impressive resume working with large and small organizations with extensive experience in the areas of organizational growth, team building and group development.

Olivia Tejeda, Receptionist
Olivia has been in customer service for over 5 years. She is the first face you see when you come to Capitol Valley. Her primary responsibility is handling client care.
